The Lord?

If a trumpet sounds in a city, will the people not tremble? If calamity comes to a city, has not the LORD caused it?
Amos 3:6

City

city ~ you
people ~ opinions, fears, hopes, assumptions.

Lord

Do not take advantage of one another, but fear your God; for I am the LORD your God.
Leviticus 25:17

God ~ the cause of the phenomena of life.

 

Unless the LORD builds the house, the builders labor in vain. Unless the LORD watches over the city, the guards stand watch in vain.
2In vain you rise early and stay up late, toiling for bread to eat—for He gives sleep to His beloved.

Psalm 127:1

so that all may know, from the rising of the sun to the place of its setting, that there is none but Me. I am the LORD, and there is no other. 7I form light and create darkness; I bring prosperity and create calamity. I, the LORD, do all these things. 8Drip down, O heavens, from above, and let the skies pour down righteousness. Isaiah 45:7

Perhaps you will succeed; perhaps you will inspire terror!
